Privacy and Security of Personal Health Records Maintained by Online Health Services

Online health services, such as Google Health and HealthVault, offer the option of maintaining a personal health record ("PHR") on the Internet. These services are not covered entities under the Health Insurance Portability and Accountability Act of 1996 ("HIPAA"), and they are not subject to the Act’s Privacy Rules. The Federal Government needs to enact legislation that would hold these online health services to the same standards of privacy as those entities covered under HIPAA.
